Shanna Fullmer named Dare County Public Works Director

Dare County Manager Bobby Outten has announced that Shanna Fullmer will serve as Public Works Director, effectively immediately.

Fullmer, who previously served as the county’s Solid Waste Superintendent, became interim director of the department in March following the retirement of former director Edward Lee Mann.

“Over the last seven months, Shanna has proven herself to be more than capable by exhibiting a can-do attitude and working daily to make the Public Works Department run better and more efficiently,” Outten said.

“We have not missed a beat under her leadership and have improved and progressed in some areas. The department is in good hands,” Outten added.

Dare County Public Works oversees trash collection for the unincorporated areas and the Town of Kitty Hawk, the annual large item pick up, the county’s landfill and transfer stations, maintenance and landscaping for all county facilities, maintenance of all county vehicles, mosquito control, recycling and more.

The Department’s annual operating budget is approximately $12.7 million and has 86 full-time and 13 part-time employees.

Fullmer has worked with Dare County Public Works since 1996 when she began serving as Administrative Support Specialist.

Over the years, she has pursued educational opportunities, learned all aspects of the operation and was promoted to Solid Waste Superintendent in 2017. She graduated from Virginia Tech in 1992 with a Bachelor of Arts in English.

“Our department must play a dual role by providing consistent, reliable services to year-round residents while ensuring that visitors to the area have a great experience and want to return,” Fullmer said. “As Public Works Director, I am excited to help create solutions to fulfill both of these expectations.”
