Kathleen Ann Diggs or “Kathy” to her family and friends passed away Monday, January 29 at Riverside Regional Medical Center, Newport News Virginia at 65 years.

Kathy was born in Indiana on June 5th, 1952, to William S Diggs, Jr & Marlene K. Diggs. Her younger years were in Cape St Clair, Maryland. She later moved to Virginia and attended Norview High School.

After high school, she returned and remained in Annapolis, Maryland until relocating to Dare County, NC in 1980 where she fell in love with the ocean and the people of the Outer Banks. She is remembered by many of her of her long-term employment with the Port-O-Call restaurant.

Kathy loved body boarding, walking on the beach, art, good food, and her time with family and friends. She was never shy on laughter and words of encouragement to brighten the day of a friend or stranger.

She was well known for giving family, friends and even strangers surprise gifts and greeting cards filled with confetti that reflected her colorful personality.

Many people both young and old will remember her service as a clown at Dare Days and community functions where she loved painting the faces of children.  Kathy had a big heart for her nieces, nephews, grandnieces, and grandnephews as well as anyone she felt needed a friend.

Kathy moved to Poquoson, Virginia in the fall of 2017 and resided there until her death.
