A couple from Littlestown, Pa., drowned Friday after stepping off a sandbar in South Nags Head, police reported. Nags Head police said Benjamin Howe, 54, and his wife, Debra Sue Greene, 56, were unable to return to shore, but there was no evidence of rip currents and waves were moderate.
